Current Rule:
New Rule: Eliminate the best of the rest game in tournament. Executive will create a tournament schedule where all teams are either in the consolation or championship side.
  1. Going forward there will be no more BEST OF THE REST teams in the year-end tournament. All teams will have the opportunity to play for either the championship or consolation winners

Reduce Minimum Requirements

Name: Billy Rowe
Current Rule: 5 male 5 female minimum at tournament.
New Rule: Teams can play if they have a minimum of 9 players with a minimum of either 3 guys and 3 girls. Teams with less than 5 males or females may pick up subs to reach at most 5 of that sex.
  1. Teams presently have to have 5 male and 5 female players to begin the games in year-end tournament. Request this to be changed to minimum of 3 males and 3 females.
  2. After discussion it is agreed to keep the requirement for 5 male and 5 female to start the game, but will include a clause that the executive has the final decision to overrule the requirement on a case-by-case scenario – i.e. try to obtain players from non-playing teams,  determine the reason why a team cannot start with 5 and 5.  Note:  an injured player will not impact the 5 and 5 rule, thus allowing the teams to continue playing the game if a player is injured during the game and a team does not have 5 of either gender to complete the game.
  3. Team captains will be notified during the tournament meeting to keep the executive in the loop as soon as possible if there will be issues with number of players for both genders to start the game

Outfield Cannot Throw Out Runner at First– Not Passed – 2 Yes, 9 No

New Rule: No outfielder or rover can throw runners out at first base on a hit ball.
  • Request was asked to not allow a runner to be thrown out at first. Rule change did not pass 2 Yes – 9 No

 Eliminate Beer Garden for Tournament

New Rule: Not selling alcohol at the tournament.
However, charging each member an extra $10 specifically for banquet prizes! It works out the same than nobody has to worry about who is and who isn’t drinking in the parking lot.
  • this is not a rule change and was not voted on. After discussion all agreed that the beer garden would remain as it promotes collaboration with all teams

Courtesy Runners – Not Passed – 2 Yes, 10 No

New Rule: Pinch runners should be last player out of the same gender not their fastest runner.
  • Request that courtesy runner should be last player out and not fastest player.
  • Discussion by group on why this rule exists as allowing 3 male and 3 female, but not the same player was so that injured players would not be stuck running as the courtesy runner. Agreed to leave rule as is.

When to Vote for Executive

Current Rule: Executive for the following year are voted at the yearly AGM
New Rule: Change to have vote for replacing or new executives at year end banquet right after trophies are given out. This would allow for more league representation than has been at year end meeting
  • This is not a rule change but part of the constitution.  It was reviewed during meeting.  Request was brought forward based on limited league members attending year-end AGM.  Agreed by all the banquet to remain the banquet and the year end meeting to be held after as per the constitution.

Consistent Batting Order Requirements for Regular Season and Tournament – Not Passed – 1 Yes, 10 Nos

Current Rule: Season battle rotation 2 males 1 female. Tournament is alternating.
New Rule: Make tournament consistent with the season. 2 males 1 female
  • Request that tournament change batting order requirements to meet the same as during regular season. Presently tournament has alternating batting order and season allows for 2 of the same sex and 1 of the opposite sex.
  • Discussion of league members agreed that as season is not competitive and tournament is competitive to leave rule as it presently is.

Current Rule: Wins and Losses have no bearing during regular season
New Rule: Season wins and Losses to be recorded and used to determine tournament groupings. 1 and 2 in separate pools, 2 and 4 as well
  • As the league is a non-competitive recreation league and in order that we would need umpires to manage games and scorekeeping, the costs would be increased, and thus agreed not to go forward with requested change

Carabram Park is Unsafe

New Rule: Use of Carabram Park is unsafe for the 630 timeslots. The sun blinds the batter, catcher and umpire
  • This is not a rule change and was thus not voted on. The league will continue to request other diamonds other than Carabram, but does not always have the choice.

Umpires for Regular Season – Not passed – 0 Yes, 11 No

Current Rule: teams will umpire their own regular season games.
New Rule: we need to have umpires. there was too much drama and conflict this season between teams when umping regular season games. umping our own games is subjective to the person who is doing it. having an umpire would continue to make the game fun while also making it “fair”
  • Request was made to have umpires for the regular season as well as the year end tournament. This would result in less conflicts during the season
  • During discussions, Jay Dalby explained that he had talked to the SPO Head Umpire and we would have to make major changes to the structure of the league including holding 2 – 3 games (double and triple headers) which would also result in not only the increased cost for the umpires, but also for lighted diamonds, and possible defaulting games as some players do not want to play late games (this was evident during the past when we played double headers and numerous players were unavailable).
  • The league will look into finding volunteers (past league members, or other) to be umpires for the regular season.

New Business

  1. Proposal raised that if you submit a rule change you must attend the meeting or have a representative from your team attend to discuss the rule or the proposed change will not be brought up during the meeting – This will be added to the constitution – Passed – 11 Yes, 0 No
  2. Request to have more/better communication to all players and captains.  Some players indicated they were not aware of everything going on.  Executive will work to improve the communication.
